Pay.gov Software Upgrade to v5.6

Attention:

Pay.gov, the CM/ECF on-line credit card processing module, will be deploying an upgrade of its software (v5.6) on Saturday, June 29, 2013 between 3:00 PM and 11:00 PM (Pacific Time).  During this maintenance period ECF users may experience interruptions of service affecting processing of fee transactions.

Access to CM/ECF is NOT affected by this outage.

LBR Word Order Forms Updated

The Court has posted updated MS-Word versions of its Notice of Entered Order and Service List (LBR form F 9021-1.1.NOTICE,ENTERED.ORDER) as well as the Notice of Entered Order and Service List attached to all MS-Word LBR form orders.

The updated forms fix a font issue related to the quotation marks.  Please use these updated MS-Word form versions for future filings rather than files you may have previously downloaded.  The revision date on these form orders has not been changed.

The judges will present the proposed new Strategic Plan for the Central District of California, and discuss, among other things, (a) the prior strategic plans of the court; (b) the process undertaken to develop the proposed plan; (c) the comments received during the comment period that expired on May 15, 2013; (d) current work on the proposed plan, including the layout of the plan and the incorporation of comments received; (e) the projected adoption date and implementation date; and (f) the reports that will be made by the chief judge annually during the 7 year term of the plan after implementation regarding the goals reached under each of the strategic issues contained in the plan. Ms. Campbell and her staff may have a Power Point presentation on one or more aspects of the plan. The presentation will be 1 hour and 15 minutes to 1 hour and 30 minutes, with the balance of the time for questions, etc. Each judge making a presentation is responsible for a specific aspect of the planning process and will speak about that section.

Chapter 7 Educational Video

Hi everyone,

We are happy to announce that the first Chapter 7 educational video is now available on our website. It is about 40 minutes long and is a video-taped overview of the presentation we provide clients at our monthly Chapter 7 pro se clinics. As we mentioned at the last DAP meeting, the success rate for individuals attending the Chapter 7 pro se clinic and then filing for bankruptcy in 2012 was an impressive 95% and far exceeded the success rate by unrepresented debtors generally of 55.1% that same year. We hope this video will provide bankruptcy pro bono programs and Courts in other divisions within the Central District and state-wide with another educational tool for their clients.

Flatten files before uploading to CM/ECF

Certain versions of Adobe Acrobat and other PDF editing software are known to cause serious document image quality issues when a PDF file is electronically filed through CM/ECF.  As a result, all PDF files must be flattened before filing through CM/ECF.

ECF Payments via Pay.gov

ATTENTION:

On Saturday, April 27, 2013, the pay.gov server was unexpectedly unavailable and users were directed to a contingency server. Typically, once the technical issues are resolved, the ECF Users are redirected back to the regular server within 24 hours.  However, this did not occur, resulting in an inability for some ECF Users to make electronic payments via Pay.gov at this time.

Although this issue was not caused by the Court, we expect it to resolve itself in the next day or so, however, affected ECF Users are encouraged to contact their IT personnel or internet service provider for further assistance.  In addition, you may contact the ECF Help Desk at:  ECF_support@cacb.gov to obtain the current Pay.gov IP address.

Central District Bankruptcy Court Case Management Committee — E-filing Fee Waiver Requests Pilot Program

The Central District Bankruptcy Court Case Management Committee (chaired by Judge Bluebond) would like to pilot e-filing Fee Waiver Requests by a small group of attorneys on behalf of clients for whom they are performing services without charge. The Committee would begin with no more than 10 attorneys performing pro bono work who meet the following criteria:

-Registered CM/ECF users
-In good standing with the Bar
